It burns all rewards earned to reduce inflation. It provides another option for stake holders to use their vote to influence where inflation goes. As a voter, you earn the same rewards reguardless.

No, any votes on this account reward the same curation rewards as other votes, but the author portion is burned. This in theory should help raise the price of Hive and other tokens, but in reality this isn't always the case, it is a drop in the bucket compared to the rest of the inflation but some is better than none, in theory.
