The economy becomes an economy of doom when nothing seems to be moving forward, and there is no prospect for the future. In such cases, the economy can go from bad to worse. Instead of getting better, it keeps getting worse. You can then say the economy is doomed, mainly because there seems to be no hope for the economy.

If the economy is that bad and it does not have a prospect for getting better, the people in the economy are sort of doomed and they have no ways out until they sort for solution.
