It could be the bots adapting to the new system so the pool is getting smaller. However, I also think the drop in DEC price is also lowering the amount of DEC in the pool too.

One of the reason is that DEC pool is linked to price DEC in USD. If DEC go above peg, more DEC is printed to bring down to peg and since DEC is now below the peg, game is now printing less DEC.
