Completing a new level can be quite a hassle. The more active Steemians that have shares reserved usually see the post as their name is mentioned in it and respond (Thanks for that! It saves me a lot of time). I always send direct messages for those who missed it the day after and another day later, make a comment on the latest post to the ones that haven't responded yet. I don't get any kind of response after that which was the case for @romeskie (2 Shares) | @mango-juice (2Shares) | @sportfrei (5 Shares) I just close down the Level powering up the Steem myself leaving more days for others to take them up burning them if this doesn't happen. I will be removing the maximum Share reservation limit from now on just to make life easier running this project.

The minimum promised upvote % for each share currently is 1.11% (1000 / 900 Shares). With many inactive shares and shareholders that gave up on the platform or aren't making a post every day, it is currently set at 3.20% making sure all unused upvotes flow back to active shareholders exactly as the model was designed. I will be making a new proposal post with some changes to the model mainly to counter the 50/50 reward split in the near future (Curation Dividend Payouts). All shareholders will able to give their opinion and suggestions first and vote to put it in action later on.
