Clinton Portis and 8 other NFL players were names in a suit filed by the Department of Justice involved a scheme which defrauded the NFL healthcare reimbursement policy.

Portis, along with other players, charged $3.4 million for medical equipment that was never delivered.  Joe Horn was not named in the suit but was one of the ringleaders.  It is believed he turned witness, providing evidence, to receive immunity.
