i am not sure what are the rules for the var situations. because if opposition scores a goal in a counter attack but var decides it was a penalty on the other side, everything after that does not count. so i am not sure.
the tackle was bad, and refs in pl are not that great.

I think what is fairly obvious to us watching it is how weak they are. The VAR ref doesn't ant to over rule the on field referee. The reffing has been poor for a league that is the richest in the world. The ref can go back for the penalty if it is still part of the original play without a whistle being blown.
the refs in pl are bad for years in PL, and that not really wanting to over rule on field referee is bad. i liked that they started telling them to go and watch the on field screen, but looks like it was first few games and now they stopped.
There was a mortal combat moment at the end of the first half of Man City and Arsenal, and they did not even checked it.
