His weapon is the magnifying glass. Aim at a player to add one damage on future rolls. Can be aimed at a different player once per day for free.

Woohoo, I got the weapon. That magnifying glass beam would shine upon the user with the lowest balloon numbers so as to decrease the number of users, motivating them to buy more balloons and consequently increasing the reward pool.
