A kit sports stadium! The idea is there but as you point out hardly a great execution of resources and it's ugly as a turd. Yeah who is going to Qatar for summer holidays? Nobody I know thats for sure.

The World Cup isn't in the Summer. Also, the stadium is set to be disassembled and everything in it is set to be reused.
If that is the case then that is a smart way of constructing the stadiums.
I have to admit it is not a beauty and is a turd that cannot be polished.
