I think in the last few years Everton have invested heavily on there squad but the problem for me is the quality of players they purchased I would say they are a mid level team at best. Regarding the ranking I things the potential to make money is also considered while rating a team. And for English teams you have TV rights pay out, shirt sponsorship deals and also the future value of the players to consider.
