I will write from my experience - at the beginning of my activity on "weku" I dealt with exactly such manual upvoting of links from comments under the post. Every day there were more and more posts. When I started, I checked all posts from comments. After about two weeks I got to know the authors well, whose content deserved high upvote, and those who deserved medium upvote. Then It was easier for me, because I checked posts randomly.
